Many government procedures, such as redistricting, are vulnerable to partisan power-plays and corruption. Democratic lotteries take them out of the hands of the parties and hand them over to impartial citizens’ commissions, such as the Michigan Independent Citizens’ Redistricting Commission.

Paid juries can be appointed by democratic lottery to oversee some bureaucratic functions, especially when there is the potential of abuse of power.

In principle, elected officials are supposed to be held accountable through elections. In practice, though, party machines and wealthy backers allow favoured officials to evade all accountability. Review panels appointed by democratic lottery allow politicians to be genuinely held to account, digging into their record in depth and handing out rewards or sanctions as appropriate.

The ultimate power is the power to choose and pass legislation. Rather than allowing elected politicians to decide the law in favour of their donors, the legislative jury is a reform that brings power back to the people by forcing the parties in the elected legislature to each argue for their competing proposals in front of a jury of a hundred or more ordinary citizens appointed by democratic lottery, who can choose to pass one or none of them.
